Among cities with a metro population of at least 500,000 people, Minneapolis, Minnesota is easily the coldest weather city in the United States. And Minneapolis is the coldest weather city in the United States by just about any measure you want to use.
Using data covering well over 120 years from the National Weather Service, Minneapolis has an average daily temperature of just 45.2 degrees. That does not mean the temperature is always 45.2 degrees in Minneapolis but if you take the average daily temperature in the city for every day of the year including hot days in the summer and cold days in the winter and average them out you get 45.2 degrees.
There are only four large population cities in the United States that have daily average temperatures below 50 degrees and Minneapolis easily leads the list.
1. Minneapolis - 45.2 degrees (that's +45.2 degrees)
2. Milwaukee - 47.9 degrees
3. Rochester - 48.3 degrees
4. Buffalo - 48.4 degrees
5. Chicago - 50 degrees
Another way to measure how cold a city is is to see how many days a year a given city experiences below zero weather temperatures. Once again, Minneapolis not only leads all large population cities in this category but the city averages over four times as many below zero weather temperature days as its nearest competitors.

T-2. Milwaukee - 7 days
A third way to measure how cold a city is is to see how many days in a given year the city experiences below freezing temperature days (below 32 degrees). Here Minneapolis is actually second to another city but it's pretty close.
1. Denver - 156 days a year with below freezing weather temperatures
2. Minneapolis - 152
3. Rochester - 129
4. Milwaukee - 126
5. Hartford - 125
Looking over the data presented above it's pretty easy to see that Minneapolis, Minnesota is the coldest weather temperature city in the United States (over 500,000 metro population).
Minneapolis easily has the coldest average daily weather temperature of any city in the United States at 45.2 degrees. Minneapolis averages over four times the number of below zero weather temperatures days as the next closest cities (29 vs 7) and Minneapolis averages the second most number of days a year when the temperature drops below the freezing mark (152).
So Minneapolis is the coldest weather city in the United States.
It's not like the people living in Minneapolis don't realize they are living in the coldest city in the country. Minneapolis has an impressive Skyway System of second and third story interlinked enclosed pedestrian footbridges that cover 80 city blocks over 11 miles which allow city residents to access buildings, malls, restaurants, stores, apartment complexes, entertainment complexes and sports facilities like the Target Center without ever having to go outside and face the cold weather.
